Sir: I have the honor to transmit a copy of my note to Lord Russell in relation to the course taken by the harbor-master of Hong Kong towards the United States vessel the Saginaw. Copies of the papers enclosed, with your despatch (No. 215) of the 23d of June, relating to that subject, accompanied my note.
