Legation of the United States, Stockholm, June 13, 1865.
Sir: Your circular of the 16th ultimo, enclosing two copies of the proclamation of the President of the United States relative to insurgent cruisers, was received.
I communicated the proclamation to his Swedish Majesty’s government, and herewith enclose a copy of my note to Count Manderstrom on the subject.
Your despatch, No. 16, of May 9, 1865, was received.
