Legation of the United States, Stockholm, June 13, 1865.
Sir: Herewith I have the honor to enclose a copy of the proclamation of the President of the United States relative to insurgent cruisers, under date of the 10th day of May, 1865.
I am pleased to believe his Majesty, King of the United Kingdoms of Sweden and Norway, will concur in judging, with the President of the United States of America, in the necessity and propriety of the course taken by the President as indicated in this proclamation.
I embrace the occasion to renew to you, sir, the assurance of my most distinguished consideration.
