Sir: With reference to our conversation of this morning, I have the honor to communicate to yon a copy of an opinion rendered by the Hon. Henry Stanbery, the Attorney General, in relation to the right of foreign residents at Valparaiso to reclamations against Chili on account of losses sustained by them in consequence of the bombardment of that city.
