Mr. Brown to Mr. Seward.
Legation of the United States of America, Constantinople, June 16, 1864.
Sir: I have the honor to enclose to the department translation of a commucation received from the Sublime Porte, making known to foreign governments a new flag which has been adopted for Ottoman merchant vessels in place of the old one, hereafter to be used by ships-of-war only.
