My Lord: By direction of the honarable the Secretary of State of the United States, I have the honor to inform you that the President has named Mr. Robert S. Hale, of New York, as the agent of the United States Government to attend the commissioners to be appointed under Article XII of the treaty of Washington of the 8th of May, 1871.
