Sir: As illustrating the happy effects of a judicious but firm insistance upon strict compliance with treaty obligations on the part of local Chinese officials, I have the honor to inclose copy of a letter from our consul at Tien-tsin, covering a voluntary testimonial from the Rev. John Maclntyre, a British missionary, as to the good results of the settlement of the Chimi affair by Mr. Sheppard. Your approval of the latter’s course has already been signified to him.
