Mr. Bayard to Mr. Cheng Tsao Ju.

Sir: With reference to your note of the 17th instant, relative to the threatened assault upon Chinese residents of Washington Territory, and to my reply of the 21st instant, I have now the honor to inform you that I have just received a telegram from the governor of the Territory reporting that the authorities are able to protect lives and property, and that in the event of any disturbance nineteen twentieths of the able bodied men can be depended upon as a posse comitatus. Every lawful precaution is being taken to preserve order.
