Sir: I inclose here with for your information a copy of a resolution of the House of Representatives requesting the President to furnish the information therein specified concerning the arrest and imprisonment of American citizens by the British Government.

In order that this Department may be enabled to supply the information desired by the House of Representatives, I will thank you to submit to me a full and accurate report on the subject with as little delay as practicable.
