No. 296. Mr. Adee to Mr. Evarts.
Sir: In addition to the bill reported to you in my No. 558, of yesterday, the same number of the Gaceta publishes another bill having relation to foreign commerce with the Philippines.
It seems that in November last Admiral Malcampo, the governor-general of the Philippine Islands, in conformity with a decree of October 16, 1870, issued an order consolidating into one tonnage-due, assessed on the vessel, all the various charges previously levied for port and harbor-improvements, light-houses, &c. This decree of 1870 is, however, in conflict with a previous law assessing such dues on the tonnage-weights of the cargo, and not on the tonnage-measurement of the vessel, and it becomes necessary, therefore, to give to the new regulation like force as. a law, which is the object of the present bill.
