Sir: The project of establishing a submarine telegraph between the island of Cuba and the isthmus of Panama is eliciting some interest here at this time. The President of Colombia has decided to submit the subject to congress, which will meet on the 1st of next February. It is thought that an exclusive privilege to construct and work this line of telegraph will be sought with avidity by numerous American citizens and British subjects. It would seem important to the interests of our country for the enterprise to be under the control of our citizens. For the information of the department, I enclose the accompanying papers relating to the matter.
