At Portland, September 26, 1878.
My Dear Sir: I have received, both officially and privately, reports of the warm and hearty hospitality with which our squadron, under the command of Admiral Inglefield, has been received at Newport, R. I., and I hope I shall not occasion you trouble if I beg on behalf of the admiralty that you will cause their very sincere thanks to be conveyed to the governor of Rhode Island and to the mayor of Newport for the cordial reception which was accorded to the officers and sailors of the fleet.
