Sir: You will please report upon the judicial systems of the United States, Great Britain, and France in China, and will accompany such report with copies of the court rules and form of procedure in force under such systems.

It is desired that your report shall fully cover the grounds so as to give the Department a clear view of the various systems in force, and you may, if you think proper, present for the consideration of the Department in this connection any suggestions for the improvement of our system which may occur to you.
