HEADQUARTERS DEPARTMENT OF THE PACIFIC,

SIR: Linclose a copy of a letter* from Captain Spencer, senior officer of Her Britannic Majesty’s forces in the Souird, and of my answer. Iam unwilling to permit any questions to arise now for discussion, and in my answer I have tried to close the correspondence begun by Colonel Wright.
